As part of The Building Regulations Part L, it is a requirement that building owners are provided with a summary of information about a new or refurbished building, its building services and their maintenance requirements.
The Chartered Institution of Building Services Engineers (CIBSE) is the professional body that exists to advance and promote the art, science and practice of building services engineering. In order to meet the requirements of part L, CIBSE have produced the TM31 Building Log Book template. On completion, the document meets the requirements of part L and informs both how a building is intended to work and how it is meant to be maintained and serviced. It also serves to provide a means of recording the energy use and maintenance of the services within the building. This template has become the standard way of providing this information throughout the UK construction sector.
The Log book allows for the provision of a summary of the new or refurbished building rather than the detail that would be contained within the Building Services (O&M) manuals. Once written, it is intended that it is kept up to date and modified by the building operator throughout the lifetime of the building.
